Yes, a CMR must always be issued for every transport — including both domestic and cross-border shipments. It serves as formal proof that the transport has taken place, records the condition of the vehicle, and is legally binding.

Because of its legal status and evidential value, the carrier is at all times obliged to issue a CMR document for every transport. Customers may also need it to reclaim VAT.
