What happens if there is no CMR document at pickup?

The carrier is at all times obliged to issue a CMR document. Without a CMR, it is not possible to formally confirm that the transport has taken place, which may affect your ability to reclaim VAT. In addition, the vehicle's condition cannot be officially recorded, which may complicate any future damage claims.
